I found this page while googling to find out the same thing… But I also found the answer! These guys are called “Screen Beans” made by the A Bit Better corporation: http://www.bitbetter.com/
The website says the company was founded in 1995. You can buy all the screen beans ever made for $350!!

He was born on a small farm in Missouri to two stick parents. Since his proportions were much larger than a typical stick man his parents soon realized his potential for clip art work. He auditioned at Microsoft and Bill Gates loved him and now he is in clip art all over the world. Well Bill Gates retired he was given the boot and was last seen passed out on the street in West Hollywood. Yes, that is what a quick stint with fame will do to ya!
